NOTICE OF MEETING
FOR THE
LINDON CITY COUNCIL



It is hereby given that the Lindon City Council will hold a regularly scheduled meeting beginning at 7:00 p.m. on Tuesday, September 19, 2006 in the Lindon City Center, City Council Chambers, at 100 North State Street, Lindon, Utah. The agenda will consist of the following:

PRESENTATION - The Mayor and City Council will recognize Kristen Colson, Finance Director, for her achievement of the Distinguished Budget Presentation Award for Lindon City. This award is presented by the Government Finance Officers Association and is the highest form of recognition in governmental budgeting. This award reflects great credit upon Mrs. Colson on behalf of the City. - 5 minutes

MINUTES - The minutes of the regular meeting of September 5, 2006 will be reviewed. - 5 minutes

MAYOR’S COMMENTS/REPORT - 5 minutes

CONSENT AGENDA - No Items

CURRENT BUSINESS

1. Public Hearing - Proposed Zone Change and Zoning Map Amendment, R1-20 to CG, at Approximately 400N 400W. This is a request by Gary Thornton to approve a zone change on his property from R1-20 to CG. After review, staff recommends that a few adjacent parcels that currently are split by the CG zone should also be zoned CG to create a zone boundary consistent with property boundaries. The Planning Commission voted 3-1 for approval with four Commissioners in attendance; however, four votes are needed for a positive recommendation to the Council. - 60 minutes

2. Public Hearing - Zoning Ordinance Amendment, Lindon City Code Section 17.48 - Commercial Zones. This is a staff initiated request to amend the zoning ordinance of the Lindon City Code, Section 17.48 pertaining to commercial zones. This amendment reflects the adoption of the Commercial Design Guidelines and makes several other minor additions and corrections. The Planning Commission recommended approval. - 40 minutes

3. Review and Action - Community Literacy Program Proposal. This is a request by Kristine M. Colledge for the Mayor and Council’s consideration of the creation, sponsorship, and funding of a literacy program in Lindon City. Patti Ratliff, a literacy specialist at Rocky Mountain Elementary, will present the details of the program. - 30 minutes

4. Review and Action - Employee Temporary Reclassification. This is a request by staff for the Mayor and Council’s consideration of approval for a temporary reclassification of an employee who is currently working “out of class”. - 10 minutes

5. Review and Action - Prohibition of Elected or Appointed Officials to Various City Commissions and Boards from Holding Any Employment with Lindon City (Resolution #2006-18). This is a request by staff for the Mayor and Council’s consideration of a resolution amending the city’s Polices and Procedures Manual which will clarify the policy that elected or appointed officials to various city commissions and boards cannot simultaneously hold employment with Lindon City. -20 minutes
